The nations want the European Commission, which is the bloc's executive branch, to get guarantees from London that EU citizens will not be forcibly removed if they fail to successfully obey the UK's new rules. The British government has insisted any EU citizen who was living and working in the UK for five years prior to its exit from the bloc is entitled to "settled status" and can keep liveing in Britain, claim welfare benefits, and utilize the healthcare system, as long as they applied for the status before the June 30 deadline. Under a system that was launched in June 2018, EU nationals who had not been in the UK for five years before Dec 31, 2020 could apply for "pre-settled status" before the same deadline. The Financial Times said "several EU diplomats with knowledge of internal discussions" have said some member states are unsatisfied both with the deadline and with the fact that people who get pre-settled status must then apply for settled status after they have chalked up five years in the UK. The paper quoted an unnamed EU diplomat as saying the requirement went against both the spirit and the letter of the Brexit withdrawal agreement. The Financial Times also quoted an unnamed EU official who said Brussels has repeatedly raised its concerns with London. But Prime Minister Boris Johnson, who came under pressure to either extend or scrap the June 30 deadline, or to simply grant automatic settled status to people who are qualified, said when told people were running out of time: "I urge them to get on with it." More than 5.6 million EU citizens successfully applied to remain in the UK before the deadline, with around 2 million of them getting the interim "pre-settled status". The Guardian newspaper, meanwhile, said the UK's Brexit rights regulator has warned businesses and public bodies not to discriminate against EU citizens who cannot immediately show they have either settled or pre-settled status. The Independent Monitoring Authority said that, while immigrant EU citizens without such documents will eventually not be able to live or work in the UK, employers and landlords must bear in mind that many applications are still being processed. Kathryn Chamberlain, chief executive of the authority, said: "If EU citizens feel that their rights have been, or are probably to be, breached, they should complain directly to the public body concerned." Efficient Efforts Critical to Handle Forced Displacement Worldwide By Target Language Translation Services | Updated: 2021-06-24 10:50 The international community is appealing for efficient efforts to foster peace, stability and cooperation in order to halt and begin reversing nearly a decadelong trend of surging displacement. The number of displaced people in 2020 rose to nearly 82.4 million, according to an annual Global Trends report released on Friday by the United Nations Refugee Agency, or UNHCR. This is a further 4 percent increase on top of the already record-high 79.5 million at the end of 2019, making 2020 the ninth year of an uninterrupted rise in forced displacement worldwide. Currently, about 1 percent of humanity is displaced and there are twice as many forcibly displaced people than in 2011 when the total was just under 40 million, the report said. By the end of 2020, there were 20.7 million refugees under UNHCR mandate, and another 48 million people were internally displaced (IDPs) within their own countries. A further 4.1 million were asylum-seekers. These numbers implied that despite the pandemic and calls for a global ceasefire, conflict continued to chase people from their homes, the report said. Meanwhile, girls and boys under the age of 18 account for 42 percent of all forcibly displaced people. They are especially vulnerable, particularly when crises last for years. The refugee agency estimated that almost 1 million children were born as refugees between 2018 and 2020. Many of them may remain refugees in years to come. While people continued to flee across borders, millions more were displaced within their own countries. The number of internally displaced people rose by more than 2.3 million, driven mostly by crises in Ethiopia, Sudan, Sahel countries, Mozambique, Yemen, Afghanistan and Colombia. Over the course of 2020, some 3.2 million IDPs and just 251,000 refugees returned to their homes, a 40 and 21 percent drop, respectively, compared to 2019, the report showed. However, an outcome of the reduced number of resettlement places and COVID-19, refugee resettlement witnessed a drastic plunge - just 34,400 refugees were resettled last year, the lowest level in 20 years. "While the 1951 Refugee Convention and the Global Compact on Refugees provide the legal framework and tools to respond to displacement, we need much greater political will to address conflicts and persecution that force people to flee in the first place," said Filippo Grandi, UN high commissioner for refugees. In August 2014, he became the first Asian to receive the Federation of International Translators' Aurora Borealis Prize since its establishment in 1999 for "outstanding translation of fiction literature" for "devoting his career to building bridges among Chinese, English and French-speaking peoples". Born in 1921, Xu went to the National Southwestern Associated University to learn English in 1938, where his love for translation was kindled. While the successful development of COVID-19 vaccines has inspired hope that the pandemic will cease promptly, a speedy global vaccination rollout faces some obstacles. One of these obstacles is the unequal access to vaccines that developed and developing nations have, the so-called vaccine divide. There are both supply side and demand side factors restraining the uptake of vaccines in developing nations. Bottlenecks in vaccine production and related supply chains and export bans by some nations have restrict the overall global vaccine supply. Developing nations' low secured purchases and orders of vaccine doses further constrain their access. On the demand side, budget restriction are a major obstruction. For the 92 low- and lower-middle-income nations supported by COVAX, a worldwide initiative to promote fair access to vaccines, vaccinating 70 percent of the population to establish herd immunity is a very high-priced undertaking. Limited capacity for vaccine storage, distribution and administration is another pivotal constraint. Even when supplies are available, many low- and lower-middle-income nations face significant challenges in administering the vaccines because of inadequate health infrastructure and trained health workers. In the immediate term, vaccine-surplus rich nations should urgently share their excess stockpiles of vaccine doses with the vaccine-deficit poorer countries through COVAX. They should also lift any export restrictions on the vaccines and related raw materials. As an immediate step, the global community should support COVAX's call to equip it to deliver 2 billion doses (1.8 billion of which will go to the 92 low- and lower-middle-income countries) in 2021 in both vaccine supplies and needed funding.
